The 2nd time you already know they are a bad person. Hell, you know that the first time. Second murder should be a minimum life sentence. The only exception I see to murder is defense.

Medications and therapy doesn't fix everything. Some people are truly evil. They deserve a severe punishment. They don't deserve a "oh its ok just dont do it again"

Like I said before, if the meds and therapy do nothing, then it is ok for capital punishment, but they deserve a second chance.

If they are really mentally disabled they do not stand trial. So I do not know what you are talking about. Second, a murderer goes to jail not because his emotions got the best of them, they go to jail because of the HURT/PAIN/DAMAGE they inflicted on other people. This is a troll for sure.
