Devs rarely do this. Even if they do do it, they're gonna charge you 20b anyway, so you might as well just disband your clan and create a new one if you wanna change the name.

They charge you the cost of a new clan. Last time I created a clan, it costed 20b. If it's now 25b, then that's what they'll charge ya.

I really have no idea what the cost is. I thought it was 25b but I haven't made a clan since they raised it from 3b

Rhino, I like the name. However Intergalactic Research Network implies that it is..well, part of a network. Meaning there's more than 1 in its group? I don't know, just a thought.
