With the new achievements, let me just say the "cutthroat" achievement for example. When you get to level 3 it gives you (plus)2 to spy attack.

What does this mean?

Has anyone worked out if it is better to buy level threes or keep getting level twos?

 

I believe it is better to keep getting level 2's as the price/stat ratio is much better
