No, that means that they are either below 20% troops, have no gold out, or they are too small for you.

If you are attacking an attack build weaker than you it would be from the following reasons:

They have 20% or lower amount of troops.
They are 5x smaller than you.

Attacking an attack build with 0 gold out will still let you hit.
