If you are referring to Aqua and Inferno then yes and no. On PC you can see it on the left hand side under MAGE. However, if you are on a Mobile Device then NO I don't think you can see it.

I have a predicament: should i buy a new land (hl 13) for 40b and buy a guild, upgrade a level 1 sdt to level 2, or upgrade a level 2 sdt to level 3? I'm thinking the land but not quite sure...

A new land with whatever you choose to build there will give you better stats than any upgrade will.
