As long as it does not lost political aspect (keeping good with allies and if you screw up too much and go against allied interests, you can lose vital allies) and economic aspect where you can block economic actions. I didn't like how Italy was somehow funding massive military buildup, fighting a war in Mexico, and fighting a war in Spain, all amidst a great economic depression caused by a shortage of oil. Clearly the people would have ousted their leader due to his policy of military buildup and expenditure amidst a depression caused by the military buildup.
Italy was slowly building an army, one smaller than yours. Also, I was fighting Spain, at the time smaller than New Jersey, because it has been split up, and in Mexico, I diverted a small amount of forces for one attack.
Point is, as a leader, your people will hate you if you cause them to be cut off of their natural resources. Prices skyrocket, the economy slows. If you instead decide to invade a neighbouring country and cause another to completely block off Asian shipping routes, the people will REALLY hate you. The people who relied on automobiles or vehicles or any product that relied on oil for its use would be forced to pay much more. Factories would go out of business as their products would be outproduced by their neighbours who can sell te products and create a trade deficit.
