Only way to do this is Either NO Xtals in wars or giving free war Xtals We Saw a huge Increase In amount of ppl warring just because of 100% xtal refunds during the beta LL WARS.. Wait and see how the participation Drops now Hell I loved LL WARS but won't be able to do them ever now coz of xtal Necessary in war clans
