To answer your question op, finish getting all highlands to lvl 1 volaries and then upgrade each to lvl 2, and finally ug to lvl3s. Doesn't matter if you upgrade them one at a time or if you want to save up and ug all at once.

 

What you do is build all L1 Volary, the upgrade to L2 then to L3

 

Unlike the Stronghold of Shadows, when plunder dropped when you upgraded to L2; the Volary doesn't have this issue.

The Volary gives a constant upward ally bonus. So upgrading all to L1, followed by L2, actually increases your plunder. And then you take less time to upgrade to L3 Volary.

You may want to upgrade each to L3, but you'd take a longer time.

Right now not everyone is a L3 Volary. Most a L2s with 5-10 Volary L3. So going the all Volary L1 upgrading to L2 then upgrading to L3; is probably a better build idea

 

I would upgrade Each Volary full then the next 423 is a lovely thing. Like a L1 SOS Volary seem to affect your ally plunder.

 

Upgrading all at once is really not necessary. You risk getting stripped billions by having the huge amounts of gold out necessary for the t5s is huge. Plus you'd be making more gold in a shorter amount of time if you constantly upgrade whatever you can.

Like malestone said devs have done some tweaks to the new spy buildings. The plunder goes up each level so building straight to level 3 isn't necessary.
