Spy quests wouldn't work for the devs. They would encourage people to be spies, which was never the purpose of the game. It would basically make being a spy at least part-time required to "finish" KaW. (how about people with t4 builds? They won't want to tear them down.) Devs would lose a small amount of income, because fewer crytals would be purchased. Those're off the top of my head, I'm sure there's more.
