You cannot steal something that is not owned. Once a player gives up their name, it becomes available for use. Devs check a name is available when you create a name...and hence Devs allow a previous name to be re-used. I see no problem and no breach of tou. Attacking the previous name user is hardly pretending to be them...after all, they know who they are! It is hilarious and good on the op for doing that.
