Just thinking, I believe I saw someone say it should be unlocked at HLBC. I think maybe more like LLBC like when you used to get alchemist. and maybe it costs like 10 or 20 mith to change your flag after the first free one. also, I think that when you reset, you should be allowed to change your flag to another color and maybe instead of only being allowed to get the equipment of that color, maybe you can get your color for 50% off (or something substantial like that) so that it is easier to get your color but you can get the other ones to. I just don't know how we didn't think of this sooner...

True the flags we choose pretty much mean nothing unless you are a statless alt.
