Yes they do balto. It's been proven so many times and even the devs/mods have confirmed it. How much more proof do you need?
The devs didn't write back or said ask the forums when I asked a year ago so I assume they want it to be a mystery
It's true. Percentage based items apply the bonus to your raw stats. As those go down, so does your bonus. I've tested it numerous times and actually used it to my benefit in tests to determine defense stats for several EBs.
One of the machines, Nightmare i think, posted a devs response on forums confirming it does in fact go down with troops %
Heads up, devs do not divulge any info that isnt shown on the game and expect us to collaborate and figure it out. Devs say nothing regarding personal equipment.

% based equipment is dependent on troops levels. This has been discussed several times. And the Devs have made a statement regarding this. It's common knowledge any % bonuses are non-static numbers.
Okay, I always assumed it does go down per your troop percent. And I suppose it does lol and I'm using abyss sword because I'm skimming and I like it better on my profile. Idk why but I like mine looking purrty. (Also I'm only saying this because of an earlier comment about hansels. I'm not arguing, feather is better but ATM I prefer abyss sword.
Why don't you just record your damage for each hit of an unload with sword equipped? If it isn't a static bonus the range of damage should decrease with each hit. If, however, the damage is in a consistent range, then you know it is a static bonus. One caveat: make sure your troop loss numbers are the same with each hit (until your last couple if you have any balanced buildings). This may mean you need to use pots -- just use the same pots with every hit from the beginning of your unload.
It doesn't effect damage as levels lower, same as damage doesn't change if you're big enough to run a full bar potless. Damage is primarily based on what your max stats are. The easiest way to test is go to an eb that you might need pots at low level bars. With %based items you will need pots earlier to lose only minimum troops/spies than items that are static numbers.
