If he completed the quests prior to a reset he won't get the -first time completion- xtal payouts. And a reset does reset your quest counter. Most likely the only nobs/xtals you'll receive will be the random ones, which are, completely random.
Yeah when you reset this displayed quests completed are reset. So you can complete the entire quest line and it will say you completed 0 upon reset. However all quests will be at 100% and you can't get completion rewards.
