Chaos is a bit of a joker anyway. Before this current osw he used to reside in zaft ..(carnage?) I believe, when they where actually a top 5 lb clan. If you ever hit him in events he would post your name in cc and next minute you have silph and the rest of those LBers hitting you, while he got back to hitting his spy farm. Now he just ebs and banks in bars to upgrade.
Five years ago it took around 1 year to build complete. All we had was Highlands (implemented almost exacty 5 years ago) and I dont think T4 was even around yet. I can't imagine it being anywhere near that today. Income from EB has not kept pace with costs, especially since guild hansel was nerfed. It was like 2 tril to HLBC with T4. You'd still be making a good 50-70 mil a hit (maybe even 100 with attack build). I can't imagine people making the 1 bil+ per hit that would be required to keep pace with costs for build completion.
