You have to be in the top 5000, and then be the first 800 to reply out of that.

Corinthian, my friend, who was not in the top 5000, was 251 to apply and the devs replied with the same type of message in his news that it's like when u get silenced saying he was excepted.

 

If there was one for resets I would win.
