Swabia, from what I remember.. Players would lose .2% of every successful steal action of their gold out. Every successful action, they would lose less gold but still .2%. In late '10 I believe... The developers had changed the lose to .02%. This was tested and proven by Blackwolf666 or one of his countless alts. He also had shown that to take ALL of someone's gold it'd take 5k steals, (not sure how much the starting amount was). Now that number is 50k >__>
They dont lose a constant percentage, changes depending on amount of gold out and as you stated depending on who is stealing. That is the lower amount of gold that someone has out the higher the percentage per steal. That old .002 or whatever is not entirely accurate. We tested on sums from about 2b out to 960b out. The tests were done with one old hlbc spy stealing and one bc guild hansel doing the stealing. The size of the accounts that are stealing affects percentage and so does the sum of gold that is out on a player.
If you strip someone of 1t it will indeed take no more then avout 5k steals to get them down to about 20b but after that it becomes a ***** actually cleaning them out.
I asked the devs a similar question. They said they wouldn't reveal the info. Told me to play the game and test it.
