I understand a hansel or someone receiving heavy inc having a pm to buy banner. Personally I enjoy the trade to much to bother with that. You buy, I buy and someone else buys. We all make some money. This good no? Apocalypse do have a free ally market, and if you respect banners. Your banner will be respected too ( please DON'T send me pm to buy a ally or 10, I almost never bother answering. Apocalypse is almost at it's peak, once ZAFT completely dies out, it will probably be quiet, as Apocalypse will be dominating. Until there will be another band of clans which arise, which will probably start another huge war. In the end, none of these clans will stand for the rest of KAW's life, as I "the chosen one" am destined to rule KAW myself, in my own solitary clan.
When you're talking about an alliance as big as Apocalypse, it's important to remember not to generalize too much. Just because a few aren't acting A1 doesn't mean that they're all like that. Plus it's a war game. Given that, I personally don't find the need to always be diplomatic, this isn't the UN.
