Nope, sorry all you can do it try and buying allies until you stop getting more ally plunder.

Permanent items are acquired when you low land complete AND reset. You'll receive a reset permanent item (only first four resets).

You can also buy pro packs in the oracle which give you a permanent item.

Last way is to get lucky in the current epic battles that drop permanent items (or equipment): The destroyer, City of the Dead and Figure of Death.
NOTE: these items go away upon reset.
