I've been neglecting it a lot too, cuz I'm warring... But it's cuz of all the new mith stuff I think...they don't want you to be able to buy enough for the equipment. They want you to war and earn enough to buy all that stuff...
i believe you can only buy up to a max of 6 mith at a time ,and theres a daily limit... either one may make you not able to buy mith
It doesn't even pop up that I can buy mith. It's like before they started selling mith. Not even an option

What are the factors to make actions such as scout successfully on a player? Because im confused that I succeed on higher stats player such as scouting. The major one is stats? Next one is troop numbers? Equips and allies?

Lots of things factor into successful actions. Pots Reset bonuses Buildings Equipment Allies Achievement bonuses Clan bonuses Propacks Even your flag The largest factor would a lot of the time be pots. As they add a static bta of 4m. Your stats would have to be greater than 4m to be a bigger factor, but the strength of your stats get weaker as you use up your bar. So I'd say that it's pots.
Nobility points and crystals can still be earned through quests, even after completion. From my personal testing, 100 quests = 1 nob. Not exactly 100 every time because its only chance.
It doesn't matter what quests from what I've done. I did around 8k quests on the first quest. I'd get 1 nob roughly every 96 quests. The second quest I've done around 3k times. I'd get 1 nob roughly every 98 quests.
