Your stats don't determine if you can hit withouy pots or not. It depends on your static bonus from equips, bfa and castle

The "preemptive" hits are simply your Regen timer countdown progressively lagging behind the actual Regen. The longer you keep KaW up on a pc, the more off it gets. Refresh the page to reset it to the correct time

The exact formula is unknown. There are various "guidelines" out there, the 5500 is one of them.

You can if it's your first two silences.

After your third silence, you will be unable to use any form of communication in the game, except forums. However, posting in forums in order to bypass an in-game silence is technically against the ToU, so be careful.
