Is there a plunder drop from a level 3 SOS to a level 1 Volary?

If so, how major is it?

Also, I hear it's better to go straight to a level two volary rather than level one, is this true, and why is this?

No. There is an increased damage, therefore increased plunder (in EB's) - in war, a successful action vs. a fail....

MissM's guide is great, but Wulf's actually gives you the breakdown of each building and its troop level, stat bonus, etc.
