    Also tier 4 means it is the fourth level of buildings.(stable,beastiary,dragons,elemental things to name the balanced tier buildings.) While level 4 only applies to the guild and def tower because no other buildings have 4 levels to upgrade.

    A tier is a level of building. There are 3 different buildings in each tier, all of them around similar stats with one with heavier attack, one with heavier defense and one balanced. With spy buildings, people commonly say that guilds are tier one and strongholds of shadow are tier 4 because of the stat difference and level the SOS is unlocked.

    Can you still get the Resurrection achievement? And how? I know it has something to do with resetting but do you have to get all 50 lands then reset to get it?

    You only need to be LLLC when you reset to get it.
