Yes, build the highest tier you can afford ideally.

 

Don't replace your guilds by SoS immediately though... upgrade those to lvl4. They will give you more plunder than any T3 building in the game.

The new "best" eb for gold and inferno is The Frozen City. 2x gold is probably the reason for ambush
