I say the 3 @altitude

 

I'm pretty sure the lv3 T3 does but don't quote me on that. I'm absolutely sure that a T4 lv1 has a bit more stats than a lv3 T3

 

I personally think the t4 level 1 does,

But to be safe I'd upgrade straight to level 2 as they are so cheap now
