    The mechanism is already there for owners to decide who see's "Council Chat" Clan Admins.

  18. You mentioned in your OP that under the clan tab, there could be a Council Chat tab, and that owners could decide who can see/talk in it. I'm saying why not just make it an Admin chat, rather than something separate.
