Full unload for PvP is the worst idea possible. Sure, lets all unload before the other guy has a chance to return fire. Talk about first past the post advantages. As for PvE full unload. Dont be lazy, just hit that repeat button. We're lucky the devs even gave us that. With your proposition it would be a completely useless addition. No one would use it, when it would take them maybe a minute and a half more to unload using the repeat button with no cost.
