Xtal Regen Countdown

I've searched on forums and cannot find a succinct answer. It's normally not an issue for me...but I'm under the impression...over 24 xtals in a 24 hour period..then there's a lock. When does it regen back to the point a player could once more use 24 xtals? Thanks in advance
