Why are s4 equips weaker than 2nd tier EB promo equips?

  2. I am guessing devs keep increasing equip cs as time goes. Unsure though

  3. S4 equips came out after the promo set though. And are war gear. And are harder to get. Yet weaker. Not just second to promo gear but third to promo gear. A shame really.
