what is the best build to have (stat wise)

  6. There's no one best build. Some prefer one build, others prefer another. It also depends on your playing style and what bonus from allies you have.

  9. The build with the greatest amount of combined stats would be all level 3 colonies on the highlands, and all level 3 CoE on the lowlands.
