  9. Guilds are the best for growing (first spy building) however you need allies to get to max plunder. How to check is buy an ally and if your plunder bonus from allies increases you're not at max plunder. You'll need about 5 bill to get you started.
    Just keep putting all the money you make at the end of each unload back into allies and you'll get it
