We should be able to buy aqua like inferno, or make each enchantment achived when there is an aqua used, the reason is that it cost 5 xtals per aqua which in fact if u look at how much each xtal cost u end up paying $5 US, and like the xtal dont fall from any eb or have an ongoing chanses of getting from quest, please consider buying aqua with gold or making enchantment achiving when the use of aqua.
