Nobility exchange rate to be adjusted in 24-48 hours

We are going to be slightly reducing the nobility exchange rate relative to your max building cost in about 24-48 hours, and wanted to give you guys notice.

NOTE: THIS WILL ONLY AFFECT THE NOBILITY EXCHANGE RATE FOR PLAYERS WHO QUALIFY FOR THE RATE WHERE THEIR MOST EXPENSIVE BUILDING IS HIGHER THAN THEIR NEXT LAND COST

In other words, for players who don't have Tier 4 buildings, this will not affect you at all.
