The devs aren't going to force war upon you. Go out and start/find your own war, or try doing an EE war if you're looking for a system war.

If you're talking about system war rules, I'm sure they're there to prevent exploits, etc. if you're talking about the overall game rules, it's because this is a game, and one for anyone aged 9 and up.
