How does the game decide who u can attack?

  1. How can i determine who i can attack, without actually hitting them

    i am not talking about players with less than 20% troops

  2. Go to the battle list that normally has players with similar stats to your own

  3. I believe you have to be somewhere between 1/3 as strong as them and 3 times stronger than them. But you can hit anyone that you are at war with. Those are combined stats. I don't think allies effect it.
