Wouldn't be surprising if you need attack troops to get the item. Devs have already pissed on pure spies in the past, why would they stop now?

Haven't been able to get the blade despite doing a lot of fods, other 2 I got before new year.

 

Yes nics. A couple of my spies have received equippable items.

 

Yes my alt is pure spy and has the sword. 2 unloads and no items used in entire eb
