Stop trying. Allies for that cheap will likely only have 1k stats maximum, so just buy those.

 

You won't really find any actives at that stat range.

Best thing to do as of now is to buy the most expensive ally you can find and then save up and upgrade until you think your no longer at max plunder then save up about 3bil and buy another. Then rinse and repeat buying more expensive allies or more 3bil allies.
