  5. It could work, although it would not be as large of an event, so it may be easier to just declare war on random people and see who accepts. Also would this not be better in wars rather than strategy?

  7. There would be little plunder however it could teach them some actual war tactics, which is something most players seem to be lacking.

  12. A 0 combined stat player wouldn't be much use against a 2mil combined. Both sides would just merc and it would effectively just be a standard system war.
