  1. For all people who want the max plunder, just go lowland complete, and then transfer to CoEs, then do highlands CoEs, all lv.3 btw, and then use all that cash on allies. You're welcome!

  12. Actually, nevermind. Just go ahead and magically build CoE's in you highlands and lowlands. Then use the "leftover" money you will have to buy allys to reach max plunder.
