    phase 2 bar 3 seal of lightning
    Phase 3 bar 1 electric sphere
    Phase 4 bar 3 smog screen.
    All phases are either att and/OR ass

    Harpoon's highest is tier 10? If i have 8 empowering scales, can i stop my harpoon upgrade at tier 2? And then just use the 8 final empowering scales to boost?
