Is there a lot in it? I am about to start converting T3's too 4's.
What building gives you the most ally bonus? Is it attack buildings, balanced, defensive or spies? Or is all the same?
So what about a 19 to 5 split between lvl 3 troops and lvl 4 guilds? (nowhere near the ally bonus or cash flow for t4's yet)
