When you use an outgoing spy action, each building loses a certain % of spies.
Like troop buildings, spy buildings have slight variation in % spy lost but it's mostly negligible.

I'll say the attacker and the defender are the "same strength" if the attackers atk stat is equal to the defenders defense stat

I'm also leaving out the case where you lose on min loss and win on max loss - they're too rare to matter

Scouts:

Min loss
You lose: 2.1% (1.5% gs)
They lose 2.8% (2% gs)

Same Strength
You lose 2.5% (1.8% gs)
They lose:
2.5% on wins (1.8% gs)
1.4% on losses (1.0% gs)

Max loss
You lose 4.1% (3% gs)
They lose 1.4% (1.0% gs)

Steals:

Min loss
You lose 5.8% (4.1% gs)
They lose 3.3% (2.4% gs)

Same Strength
You lose 8.2% (5.9% gs)
They lose:
2.5% (1.8% gs) on wins
1.6% on losses

Max loss
You lose 10.8% (7.7% gs)
They lose 1.6% (1.2% gs)

Assn

Min loss
You lose 2.8% (2.0% gs)
They lose 4.0% (2.8% gs)
They also lose 4% troops (2.7% gt)

Same strength
You lose 4.1% (3% gs)
They lose:
3.3% (2.4% gs) on wins
They also lose 3% troops (2% gt)
2.2% (1.6% gs) on losses

Max loss
You lose 5.5% (3.9% gs)
They lose 2.2% (1.6% gs)

Key takeaways:
Zsing someone is easy relative to atks - 0/62 assn at max loss will zs anyone where you need 0/98 atks to zt anyone.

It only takes 2.5 bars of spies to zs people compared to the 8 bars of troops.

If you want to zs someone using the fewest number of spies, use assn at min and max loss, and sb otherwise

Steals are basically useless unless you care about the gold you plunder

Static spy attack is far more valuable than dynamic spy attack - because of gs, regens and how easy it is to zs anyone

You kill MORE of your enemy's spies with min loss assn and sb
