The government is instructed to perform those functions. Congress has the power, “To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.” Article 1, section 8, clause 18. Why are you whining about it anyway? The President believes he has the power. Trump promised to restore “law and order” in America's inner cities and criticized the “war on police.” That means more police are coming.
