Spies will do more damage because they have more actions. But troops lacking bfa and bfe means you'll struggle to attack high tier ebs, or clear a long Attack-only bar.

For plunder an attack build will do better than a hansel if skimming. If you are hit-and-run and need to dump a hansel has a better average plunder.
