Seems like a really good question to put to ata_charlie at one of his AMA.

 

I supported a thread like this years ago and I'll support this one as well, but unfortunately it will never happen.

Maybe not a refund of gold but a button added for a short period that lets you transfer buildng to another type. This way there is no abuse but lets you get the build you want. With the new tiers it means you cannot estimate your final build before lands or tiers are released. This would eliminate the problem without going backwards to adjust
