That would be inane to not release full buildings from start - fact is that by giving two lands and two build option increases speed of growth - if I have a 3t land to buy or and upgrade a 900bill land etc bc in less than three months is very achievable if highly active this will help others grow if they are smart. Just release all the buildings the community is able to deal with it and build quicker.
