Firstly, devs did it purposely to increase amount spent. Secondly could be abused I could keep troops pinned & soely use my spies for 2 bars. Lastly, what's with the hate on spy quests? Did they touch you in a bad place? I dont get players trying to bash other players for taking mostly eb routes, there not hurting anyone. A lot of pve players support PvP updates so please insult those who stand for your cause even tho it does not benefit them. Spy quests could benefit everyone, its free nobs/xtals & a place to keep spies pinned instead of an eb.
