Ahhh this has been happening a lot recently it's a bug that the developers will look into, you may have the tools but on your end, those tools won't work, if you want do a test on me to make sure they are inactive please test it on me. I'll get it looked at.
As mentioned, in some very rare cases this can happen, however if you were to actually try to silence anyone it won't go through as the this is just the UI side, and the server verification will fail on your account as it's not flagged as a moderator account.
