I dont think that has been clarified. We do known that you, as the account owner(sorta) can not reset the account.

In four years, it's likely that you'd have a new device. As long as you remember your ATA information, you would most likely be able to login your account.

I HIGHLY doubt this is a response to one idiot. They could just ip ban him and everything would continue on.
Mods said they couldn't do ip ban. And it was after-hours for the developers. So if you think the change came out of the blue, think back to the disgusting pedo, mother etc names that guy did.
In very rare cases, support deems an account as a threat to the community peace and does IP ban. But of course, mods can only silence and spam support in emails to give them a heads up.
