You may want to back off on those requirements (big pure spies, sh with loads of exp, and 300 mil bfe) which one of your members even has that first trick to making a new ee clan is don't be picky till you are well known and prestigious. Till then you can be a little more forgiving. Recruit members and train them. Build their builds with them. It will work better in the long run
