If you were a king of a very successful kingdom who had millions of spies at other kingdoms, would you want to announce that you did? If you were to win a battle using soldiers, then you can brag all you want about it.

Veil of Evasion was the opt-out version of the Wave of Conflict(opt-in). It was used when ee first came out and there were no limits on how many were allowed to war. It started to cause issues when clans decided to war and someone who was currently inactive and had gold out couldn't opt themselves out of a war in which they would lose cash.
